In a video produced by the ministry, Shoigu is seen distributing medals to Russian military servicemen and touring a destroyed city alongside Colonel-General Ruslan Muradov, the district's commander.
Since 2012, pro-war campaigners have harshly criticised the performance of Shoigu, who has served as defence minister, in the conflict.
Wagner Group mercenary leader Yevgeny Prigozhin, whose militia has played an important part in Russia's military effort in Ukraine, accused Shoigu and others of "treason" for withholding weaponry from his militia last month.
